09/19/23 @poseidon72.  Here's the list of all the VITEM visas.  Only a few VITEM visas provide a pathway to permanent residency -- VITEM is short for "Visto Temporário", and the intent of most of them if for temporary stays of over 90 days for some specific purpose.  Clicking on the name will bring you to the description and requirements.  You're probably thinking of VITEM XII:

I should have mentioned before (sorry if I didn't!) that the visa process at the consulates and the authorization of residency process at the Polícia Federal are two different processes.  Presenting a VITEM visa from a consulate will ordinarily result in receiving an authorization of residency from the Polícia Federal, but not every authorization of residency available WITH a visa is available WITHOUT one.  Family reunion residency (VITEM XI) is available at the PF without the visa.  Digital nomad residency (VITEM XIV) is available at the PF without the visa.  Retirement residency (VITEM XIV) should be available from the PF without the visa, but so far the people trying to do it that way are running into complications, judging from the questions we see here.  I'm not sure how many of the others are renewable; many certainly are not.  Your son and his coach could go together to the PF and ask about residence based on athletic contract, the description of VITEM XII; I don't know that it's possible without a visa, but I don't know that it isn't, either.

Considering your questions as a series, it seems that your son is looking for a way to stay in Brazil, and that any way he qualifies for will do.  Most people whom I've known to succeed at that have done it by hiring a lawyer to find them a loophole in the system, and then pushing them through it.   It's the way most likely to work for him, too.

Don't bother with the Honorary Consulates, they would just refer you to Ottawa, Montreal, Toronto, or Vancouver.
