No ID No Entry Policy at Immigration

I'm not sure if this is only an issue at the main office, but has anybody else had problems with this at Immigration recently?


I have been in the Philippines for almost ten years. I had to change my visa and apply for a new ACR card, cancelling the one I already had in the process. As I have been here for so long, the only forms of ID I have are my passport and my visa.


I was made to leave my passport behind in the main office for a week while updating my visa. When I went back to collect it, I was refused entry due to not having my ID. Attempting to explain to the immigration officer that both my passport and my ACR card were inside the building and I was there to collect them got me nowhere as he insisted that I couldn't enter the building without my ID. Not even showing him the claim stubs to prove that my ID was in the building worked as he told me that I could not enter the building without already having my ID.


I attempted to report my passport as stolen to the police, but this went nowhere as the police do not consider it to be stolen.


Given that leaving our passports at immigration while visas are updated is common, I can't be the only one who has experienced a problem with this poorly thought out new policy?

Solution: Always pay the express fee and never leave the office without your passport.

If you’re at the main office,  there are literally hundreds of BI approved visa arrangers there.  Since you have your claim stub, ask one of them to go inside and pick it up for you. They would probably do it for a small fee. In the future,  I would suggest going to a satellite office.  Much easier

Given ten years living in the Philippines I can only ask? No electricity bill/internet/Cignal/Barangay, municipal rates etc.

I do remember having to have I.D. going into the main office Intramuros, no business no entry a lot like terminal 3 @ NAIA  but a simple drivers license got me in to renew extensions. While not sure the change of your visa status and your bad if a major change you should have researched,  a simple copy of your passport/ACR card would get you in.

lol my local office  welcomes me and simply sign the book, no I.D's ever in 5 years to access the office and process.

I've haven't been to the BI Manila office in years. The last time was during covid. I had one snafu after another applying for my ACR-1 & 13A cards causing many trips.


Never have I been asked for my ID to gain entrance.

Unfortunately this isn't possible for certain visa upgrades (I had to downgrade my visa and then upgrade it again) as, in my case, it took them a whole week to process my visa between my passport being left behind and collected.


I was met with stony faces when I asked what I was supposed to have done when they made me leave my passport there last week.


They told me that I was lucky that they decided against arresting me as apparently it is an arrestable offence to visit their office without ID.


Logic is completely lost on these people.

@Beric84 These so called "people" as you state , have let you stay in their country for 10 years or so , so your not really in a position to knock them. Show some respect they're only doing their job.

Agree to some extent but at times the mind boggles at some of the systems operating here, in saying that while I have a whing now and then I do know to never get up an officials nose, can end in tragedy.

Only an observation and mentioned in post #4 is why the OP after living here for 10 years has no other forms of ID's.

So he had to show ID to gain access to change the visa status then left his only 2 ID's (apparently) and walked out? Knowing that an ID would be required for reentry.

Golly I've only lived here for 5 years and have multiple forms of identification aside from my passport and ACR1.

@bigpearl Totally agree,  Barangy   clearance, drivers licence and ACR to name a few. Seriously there's people with no common sense or just want to whinge for the sake of it.

Slightly off topic question. Does anyone have any experience of doing the EEC-B at the airport instead of getting the clearance at the BI? I copied the following from the DS Law website.


"ECC-B and how to get it


ECC-B is issued to those who have immigrant and non-immigrant visas with valid ACR I-Cards and are leaving the country temporarily.  Valid for one (1) year, the ECC-B is a single-use receipt that serves as a Special Return Certificate (for Non-Immigrants) or Re-entry Permit (for Immigrants).


How to get it


ECC-B may be secured at the BI Main Office or in the airport upon departure.

Fill up the ECC Application form. Note that the form requires you to attach a 2×2 colored photograph with white background taken within the last three (3) months.

Present your passport and ACR I-Card.

Pay the corresponding fees – that’s Php2,800 per passenger. Note, however, that this amount may change without prior notice.

Wait for your receipt."
