Spouse dependent visa if resident permit has expired

I am working in belgium for 2.5 years. My work permit and residence permit expired on 16th jan. Although i received my work permit document, but still waiting for residence permit authorization. Recently got married, so had to apply for dependent visa. Can my wife apply for the Belgium dependent visa with the renewed work authorization, or she has to wait until the time i receive my renewed residence authorization?

Apply with your renewed work authorization, anexxe 15 document and mention clearly in the cover letter that you will send them a copy of new residence permit once you get it.

I got the residence permit as well today, do i need to get the  card A from commune to submit before applying for the dependent visa ? Because i am not getting any urgent appointment in the commune i live
