New Elite Visa - Can I obtain after I move to Thailand?

Hi all,

I want to spend some time in Thailand before making the jump to an Elite Visa (5 or 10 year), and would like to stay in the Philippines and jet over a few times before deciding (Thai or PI). Can I obtain an Elite Visa while living in the Philippines as a tourist? Can I get it while in Thailand? Or do have to get it in my home country (United States)?
