Do you mean can you renew it after it's expired?  If so, the answer is "Yes" but legally you're liable for a fine of 500 leva for late renewal.  You must submit your application for renewal at least 2 weeks prior to the old permit's expiration, or you'll cop a 20 leva fine.  You may be able to talk your way out of it, but there's no guarantee...

I would renew it before you leave the country (before the card expires)… not just because of a fine… I think in most circumstances, you will be required to reapply D visa (if needed) and residence.

Is it actually a residency permit or just a long stay ID card that must be renewed. Best to call an immigration office for the answer.
