The price of houses/rentals is much cheaper outside Lisbon. But this will also depend on the school you choose for your daughter.

Does your daughter have good Portuguese language skills?  Does she look forward to this possibility?

Do you know anyone who has recently made this move?  Visa processing has been a terrible problem, with hundreds of thousands of requests piled up in Portugal, but actual outcomes seem to vary a lot, and it may depend to some degree on what embassy or consulate the request comes from.  It seems to me that Goa would enjoy a somewhat privileged position there, that's why I ask.  At any rate, if you're only now thinking of how and when to get started, you may not have to worry about where your daughter goes to high school, because she'll graduate before your visa is ready.

Given the current delays in approving visas, it might be better to choose a university. In higher education there are already several options with courses in English. Goa used to get special treatment for historical reasons. Now I don't know. It's also likely that visas times will improve with the new government's policies. But it's too early to expect that improvement. Let's will see in the next couple of months ...
