Should an Investor present in Bahrain applying for CR

Dear experts, need your kind advise on this. I am living in Saudi and applied for a CR (to start a trading co) through and agent in Bahrain. Then my agent informed me that my passport was rejected due to Security Clearance: Defected. Then he told me that he could apply for details from NPRA by paying 20BD, and he did. the result came out to me, that i had no issue on my passport, however i needed to be present in Bahrain when the CR is applied until security clearence.

I just want to know, is this the normal procedure? the investor should be in Bahrain until get the security clearance?

No. Many people apply from outside of Bahrain.
