Resident Visa application issues in the states.....

Hello fellow Expats,

I have a question. Here in Houston Texas we have TECO. I had gone there and collected ALL the information pertaining to obtaining a Resident Visa to go live with my Father-in-Law in Tainan. My wife is his daughter. I have collected everything I was told to collect, FBI Background check with State Department Authentication and TECRO in Washington D.C. authentication, Marriage Certificate, Household Registration, Health check and vaccine of MMR since it's been many years since I had the initial shot. FIlled out the online form for the Resident Visa with a cashier's check for $185. The lady behind the glass tells me I must acquire a Visitor's Visa first before I can request a Resident's Visa. I emailed TECRO in Washington and told them the situation and there response was that it was up to the individual what type of visa to apply for....no duh!!! Anyone had this issue with getting their Resident Visa? TECRO Washington emailed TECO Houston and told them to assist me in obtaining what I need, TECRO CC'd me. That was today, Tuesday 30 July. Have not heard a peep from TECO Houston yet, I will give it the rest of the week.
