Met a realtor who said if I buy a flat I should their phone number to set up the utilities. Is this true or can I use my USA phone? Or should I use a lawyer?

Why don't you just get a Portuguese sim and arrange the stuff yourself ? You'll also find normal people here are more willing to contact a Portuguese number than risk getting stung phoning a US of A number.

You can buy a prepaid MEO simcard that is prteguese sim card.
