I just need some advise on Kasemrad Hospital for a Khmer friend who ran up a hospital bill they cant pay in full despite telling the hospital during treatment that there money had run out but the hospital ignored this and continued treatment.

The hospital has taken their passport and sent them into police custody demanding full payment, I have offered help with some money but cant afford to pay all in one go and the hospital will not negotiate and I am currently working in Europe so cant intervene directly. Any advice would be welcome.
