Gettin at the US Embassy, Manila

Hi I am new to this site. My name is Lola I am a filipina and a Naturalized U.S Citizen and I am currently living and working in Atlanta, Ga. USA. My husband is an American Citizen by birth.
We are planning to retired in the Philippines 2 years from now. We have a house built in Bacolod City. My husband is 53, been offered for retirement benefit from his company but he still wants to work for some more years so he refused the offer. He's been with IRS for 28 years. I was thinking if we moved to the Philippines 2 years from now and I know he still want to work ang get busy. I told him if he could find a job at the US Embassy in Manila. Since he was with the federal Gov't for 28 years chances that he could get a job at the US Embassy in Manila that would fit his skills as a taxpayer specialist.
I dont know how tough gettin' a job at Embassy for an American Citizen like him. Thanks, Any input is greatly appreciated.

He needs to apply to the Department of State. But not likely given the budget cuts going on.

Actually, if he is with IRS, could do a decent business as a tax preparer as can do that anywhere.
