For copyright reasons the article can't be copied here but it appears some exchange offices are giving variable rate based on the Date of Issue or the size of the print on the bill/note.

This is a scam. The design for US paper money was changed to make it harder to counterfeit. The older design can still be found and is worth exactly the same as the new design. If someone does not want to give you the same exchange rate for the older design, you should walk away. You can Google online to find how to be sure the new design is real.
