hi, anybody knows how to apply for permanent residency and citizenship in DR?
do we need to live and stay specific amount of time in DR to be eligible ?
introduce any good lawyer would be appreciated.

In a country where the rules for almost anything change at the whim of minor politicos or department heads it is difficult to be accurate in advising you about Residency. Unless you have very specific reasons for citizenship I strongly suggest that the process for Residency is "almost" straightforward.

The attorney I have used is fluent in English and seems responsive and knowledgeable.

As Don says residency is pretty straight forward but there are hoops and you should use a good lawyer. The one we use and our clients use is in Santiago and she will hold your hand for the whole process.  If you want her contact info PM me.

As to citizenship that is hard to get. First off you must have lived here wtih your residency for 5 years. You then need multiple references and jump through lots of hoops with your lawyer.  Not an easy or fast process.
