I am not in Tripoli at the moment, but I asked a friend of mine who works for one of the banks that has Western Union - and she says all banks and western union are now once again fully functional and you can send money both into and out of the country. I havent checked this via other sources - but I suggest you give it a bash and see what happens!!! :-)
I will be returning to Libya - but only in August - so cant personally verify this for you, sorry....
