Is it possible to withdraw USD with Bank Card from home country?

Can someone share their experience in withdrawing cash in HCMC?  I went to ACB and ANZ and was told that I can't withdraw USD using my Wellsfargo Debit Check Card.  I can't withdraw VND either.  I have to use the ATM.  But the ATM only allows up to 2 millions per day which is only around $95 bucks.  $95 bucks with fees really is a big burden.  Are there any other way??  Any help is much appreciated.

does ur card have either Maestro or Cirrus?

if have,then u can draw from Citibank ATM.it allows 8 million VND per transaction.

As I remember, you can withdraw maximum 9 millions VND for 1 transaction with TechComBank ATM. Hope this help!

ThanhTDK is correct. I have a BoA debit card and for years used the VCB ATM, Max withdrawl rate 2mil VND. BoA hit me for 5 bucks a pop and VCB also charged me. Got to be really expensive trying to get 10mil VND. The other draw back was that many transactions on a single day also set off a security alert and froze the card. I then had to call back to the States and get it unlocked. One day the VCB ATM was out of money and there was a TechComBank ATM right next to it. On the machine itself was a small sticker in Vietnamese that said something about 20,000,000VND. Couldn’t read it but tried to take 8mil out and it worked. Did it the 2nd time and it worked again. Two transactions and I was at what BoA had set for my daily withdrawal limit.

Yes ANdy@SH, it does have the Cirrus on the back.  The key is like Budman said that if you do too many withdraws, it triggers a lock out, so I don't want that to happen. 

Hey Budman, do you know the cross streets location for TechCom bank?  I wonder why they can't do it all at once right at the human teller counter, that we would not have to do multiple withdraws at the ATM for the same daily limit, that might cause problems with security alerts and extra fees.

Thanks very much Budman1.  I will try one of them for 8,000,000VND or more at one time.

docwood, long weekend coming up. ATMs tend to run out of money here or limit the withdrawal amount. Thought I'd mention it just in case.

Before I got an account here, I always liked Commonwealth Bank for taking out cash.  The limit used to be 9 million VND.
