as reported by Kuwait Times (here):

The Ministry of Interior traffic department has completed a study to increase traffic violation penalties, official sources said.

The study covered most violations and has recommend huge financial penalties on violators. The study was prepared by a financial and administrative committee and legal consultants. It will be presented to Lt Gen Mustafa Al-Zaabi, Assistant Undersecretary for Traffic Affairs, for passing on to the Interior Minister for approval and then to the National Assembly legislative committee.

The fines for some violations are:
Red signal KD 250.
Driving in the opposite direction KD 250.
Driving with an expired license KD 150.
Driving with a child in the front seat KD 250.
Driving with a foreign license KD 150.
Wrong parking KD 50.
Parking in a handicapped parking place KD 50.
driving away after causing an accident KD 250.
Eating, drinking, smoking or using a mobile telephone while driving KD 50.

Excess speed 1-10 km KD 50.
Excess speed 10-20 km KD 100.
Excess speed 20-30 km KD 150.
Excess speed 30-40 km KD 200.
Excess speed more than 40 km KD 250.

it has yet to be approved, but it could be any time soon. so be careful on the streets, driving in excess of speed limit by 40Km/h previously would cost you 40KD, now it will be up to 200KD. meaning my 80KD fines would be 400!!
