Traffic Cameras on the Ring Roads

Good afternoon. I'm new to the forums and Kuwait in general.  I'm working on a project to bring awareness to others from work reference the traffic cameras surrounding Kuwait City.  For the most part they seem to be timing cameras which compute your speed over a set distance versus your current speed when approaching the camera. I've seen similar systems in England and they can be tricky.  Many Americans are not familiar with this type of camera and many of us at work are getting ticketed. Because of the extreme delay in the time from the infraction to the time of the fine arriving in the mail, the company is paying the fines. Those days are numbered I fear and the costs are going to impact the employees.  I want to get a bit of an English information campaign going out there to minimize the impact if possible.  So, I wish to get more info on the systems if anyone is familiar.

What I believe so far in my studies:

1. Primarily speed-over-distance cameras on the main roads surrounding Kuwait. More set speed and red-light cameras closer to downtown.

2. Tickets are not issued until speed is overpassing the limit by 20km/hr

3. For speeding 40km+ over the limit, an additional 150KD court fee is imposed (ouch).

4. You will not necessarily see a "FLASH" in order to be ticketed

5. There are cameras set to take a photo of both the front and rear of your vehicle at the split locations.

6. There is no way to actually see your ticket photo without paying an 8KD fee to get it through the mail.

7. Certain people are not given tickets.

If anyone can shed some light on this subject I would greatly appreciate it.  I can share the data with the forum once I complete it.
