A company, registered and licensed to do business in Malaysia, paying their employees in Malaysia, must secure a work permit for  non-Malaysians to work for their company.

If the employee is a representative of an international company, not being paid in Malaysia (but in their home country) that does not do business directly in Malaysia, it is not required for the government to issue a work permit, but that person must have some visa to live and reside in Malaysia.
