Travelling to Cluj-Napoca and need some advise

I and maybe some friends are planning on doing a short weekend budget trip (hence why Romania)to Cluj-Napoca. I am just wondering what sort of costs should i/we expect for eating out (preferably tradional food/resturant/milk bars etc... where locals would eat) and for drinks beer, water, coffee.

what should I aim to visit over the 3 days i will be there?

I will be staying in the centre and travelling with a few friends so any suggestions as to where to go out bar and clubs wise. somewhere where people are friendly and will not rip me off.

also being asian is it safe to be walking around at night alone, are there any issues with seeing coloured folk especially foreigners.

any help or advise would be appreciated.

I am looking my brother., who is in cluj napoca. His telephone and cell # is not working. I am trying to reach him for last two months but no contact sofar. He is been there for couple of years nothing hapen before. I appriciate if some one help me in this regard. Thanks
