Informing Police of freight delivery.

Do I have to inform local Police of delivery of furniture etc if any road possible blockage may occur and/or the use of a furniture lift? If so how much notice do I have to give?

you tell local council (permit costs a couple of euros) - how much in advance ? well you can apply the same day, but if you do, you run the risk someone else has a permit already that conflicts with yours
