How much would it cost to buy or build a home in Panama ? Is it cheaper to build than to buy a home? Will I have to buy cash or are mortgages available for expatriates ?

What do you want? Where? There are houses at every price range. The opinion of my neighbors is that it's cheaper to build. Yes, you can get a mortgage. Come here and rent for a year first, get established with a bank, make local friends who can help you choose a good area and get a fair price, make sure you're going to be happy here.
