Expat selling scooter to vietnamese

Hi,
I'm in the process of selling my scooter to a local person.  We are both unsure on the process to re-register the scooter since it is currently registered in Vung tau to an expat, thus, it has a "NN" number plate.  I live in hcm now.  We will be going to the police to seek advice tomorrow, however, any advice prior to this will help my own understanding.  Thank you.

The new owner will go to his district where he/she has registered residency (in the red house book) and apply for new plates.  But you'll face problems because the current registered owner is in Vung Tau and you'll have to track that person down to sign a buy/sell contract.

For this reason, the cops have put off on their fining people for not having current registration cards since it's near impossible to track down the current owner on the card after the motorbike has been sold and resold a dozen times.

I'd just sell the scooter to the local person and not worry about it.  When cops pull you over, they look for 3 cards:  1) driver's license 2) owner registration 3) insurance.  The only card that has to have your name on it is the driver's license.  The other two can have the owner's name (renting motorbike scenarios).  If you have these 3 things, your motorbike/scooter won't be confiscated.  You'll just have to pay the speeding, driving in the wrong lane (two most common) or other violation fines.
