hello I would like to have some testimony teacher in international schools:did you do an interview with the Saudi ministry of education?
did you received an answer?
did you continue to work without a permit?
many questions to compare the situation of international schools in the kingdom

It is certain that the MOE is doing interviews, and checking qualifications of teachers with 'dependent visa'.
They are issuing a permit, that says the MOE has certified the individual's qualification- and that permit is valid for the school year, and---with the call that later on (within a year), that the teacher should be transferred under the school's sponsorship.

we did n't complete our cetificate varification ............after that only interview

After the interview, your school should follow to complete the certification verification and other related things.
If you're accepted and allowed to work you should get a permit or else you're not working legally as per to the new policies ..

What qualification is the MoE looking for?

Degrees?
Degrees in specified field?
CELTA?
TEFL?

Or a combination?

All of the above and anything more that will prove your qualification to teach the particular subject you have chosen to teach at the school.

For the PYP program, the absolute minimum is a BA and a CELTA (or equiv.).

In some cases, they are demanding that the BA be in an English language related subject; ie. linguistics, English, etc.

An MA gets you more $$.
