you can find around backpack area, Bui Vien, De Tham, Pham Ngu Lao street. there are a lot of bikes for rent there. you can go to ask one by one.

The cost for one bicycle in Ho Chi Minh City is about 1,5 million to 3 million VND ($75-150) depending on the brand names and the type of bicycle you want.
