you need a visa to go there... work or tourist 1-3 month, single or multiple ( multiple meaning you can get in and out of the country and single being the opposite)... theres 2 ways to do that. Either you contact your closest vietnamese embassy, or you do A VOA ( visa on arrival) which is cheaper and probably easier.(http://vietnamvisa.govt.vn/) which is 17 -40$ and another 50-100$ "stamping fee" on arrival. The price varies depending on your stay.

The chances of finding a place to live before arrival especially if you're on a budget is looking bleak ( for me ).
I've heard its easier to find once you're there, and even more so if you already know people there, in which case they might be able to help you out finding a place and get a fair price. depending if you're looking for just a room in a shared space or a whole apartment, you can expect from 150 dollars to 1k. Also, you should consider getting a medical insurance just in case.

Finding a place:
its's not difficult to find a place in vietnam. you can pay 150-200 $ for a room in a shared place or > 250usd for an apartment which is quite clean and wide. There are three places in which foreingers usually settle dow are district 1 (city center), Thao Dien (in distric 2) and Phu My Hung (district 7). You can expect to find some Us neighbor here:). There are always a plenty of available rooms for you. At the begining you can stay in a hotel with price 15 $ / night then you can find a place by yourself or ask your friend's help...
Finding a job:
There is an easy way for Foreingers who come from these countries where English is an official language is to be an English teacher to earn money.  If you don't have a teaching degree. you can register a couse like TESOL  and get one after 3-4 moths then you can get a job easily. In the meantine you can teach english comnunication at home...otherwise, there are many restaurants, bars, clubs  for foreingers so you can find a job your if you like.
In conclusion, iam not sure wherether you will have a dream life here but iam sure you'll survive:)
