Diplomatic visa for English teacher??

A friend of mine has been employed by the British council in Riyadh. He's been waiting for the last 3wks for his work visa to be issued from the saudia embassy in his home country. When he called today he was told by the embassy that there was no visa application made for him by the BC. When he contacted the BC, he was told he'll be given a diplomatic visa and not a commercial one. They've told him to wait until they get back to him and sort things out. Does it sound right to be issued a diplomatic visa to come over to work??

If he will be working for the BC it is quite possible he's considered as embassy staff.
