personally i like to plan my own trips completely from A to Z, worked for my first excursion beyond this country and the country of my origin, and it even worked extremely well for my honeymoon 
i would Google travel agencies in Kuwait as the list is quite exhaustive, there are plenty, you see their ads when you exit carrefour in the avenues, i think its calle Jumbo tours or something.. anyhoo, google them, subscribe to their newsletters, prepare an email about your requested destination and travel dates and send it to them, once they reply, you can compare the quotes you receive
