The homeowner did not give back deposit

Hello,

We are group of foreigners who had been living in HCMC's district. One month ago when the house rent agreement/contract was terminated and we decided to move another place (not signing a new one), the homeowner told us that she hasn't had enough money to give back to us.Now, she owes each of us three-month deposit (equivalent up to 1000usd). During the time we had been living there, the homeowner didn't register temporary residence for us at the local authority, also did not follow the tax regulations (i mean she didn't pay taxes when she did let out her house to us)
So in this case, what should we do to take back our deposit? Which local authority's organization will help us? Where can we sue her?

Any advices and instructions will be welcomed

Hi,
We would like to help you, since it is really bad of your landlord not to give back the deposit to you. Here where we run business, the last month clients stay with us, they do not have to pay the rent since the deposit covered it.

You can email me the scanned version of your contract to phamlehuu@yahoo.com or housingsaigon@yahoo.com.

Then we can discuss in details what we can do.
We can easily bring this up and have your money returned to you if we can prove that your homeowner violates the contract. Are you still in Saigon?
