Moving from England to Mechelen cost of life and salary taxes

Hi All,
I currently leave in England and I have a potential job offer for 5000 a year.
It sounds a lot but after the tax I have way less left. Comparing it with my current UK salary I will loose 50 euros per month.
I also have a house under mortgage in UK that I will have to rent out. I was wondering what's life looks like in Mechelen?
Where are the best area to live in this  city?
What is the cost of living for a single person(bills, rent a nice 1- 2 bed apartment)? As I am single it seems like my taxes are higher due to that, I was wondering if there is a possibility to ask my employer to give me an expat contract, will I be better off with that or a local contract?
Any tips to save and pay less taxes are welcome :-).

here is a link to an income tax table and an on-line tax calculator for Belgium (europa.eu/youreurope/citizens/work/taxes/income-taxes-abroad/belgium/employed_en.htm)-.  I'm not sure of what you're referring to as a an "expat contract"? Usually there is just one kind of employment contract in Belgium, but there are of course freelancers who are treated as self-employed.
