has anyone had experience browsing the deep web using the TOR browser? are there any market places listed on the hidden wiki that are still up and running and safe? and any social networking sites?

Ignore the naysayers.

There is a TOR transit server in VN as well as a TOR terminating server right here in TP HCM.

Just type TOR into any search engine except Google (DuckDuckGo and Ixquick are good).

VN law allows software encryption to be used here, NOT hardware based systems.

Just double encrypt any messages / files for additional privacy.

Most of the NGOs here use encryption and TOR. The Vnese are more interested in changing opinions expressed on Facebook.

There is an NSA station in Cambodia, a country which is fed by VN, and there are listening posts in Singapore and the USA which undoubtedly surveil the main InterNet feeds from VietNam.
