Procedure for obtaining NOC from company

my cousin has just been in oman for a month and he has not been provided the necessary benefits which was mentioned to him during the interview. he has not even taken his residence card yet, he has already got a nice offer from a petroleum company in muscat. so how to obtain the NOC and what is the procedure. should the employee get a hard copy or will it be submitted at the airport upon his exit. please clarify

I have gone through your post about obtaining noc from employer. So can I know presently on which visa your cousin was, bcz I am also in the same situation and trying to get the exact info.
