Careers with Gib Government or Admin in Gibraltar?

Hi All

I am 26, live in England and am looking into whether or not it is realistic to consider a move to Gibraltar.  I currently work in highways development (only a Grade 3; involves some planning dept stuff), and have worked in admin.  What is the likelihood of getting work in admin or with the Gibraltar government if I'm not currently a Gibraltar citizen?  Any particular websites I should keep an eye on, and anything I could do that would improve my chances?  E.g. learning Spanish?

I know living in Gib might be a long shot, but it would be an amazing dream come true and if one doesn't try, one will never know.
