If you have non sterilized dogs, please read this carefully. New dog bill as from beginning of January:

, "any" dog having a litter ( pure breed or mixed breed ).
http://faolex.fao.org/docs/pdf/mat126316.pdf
(2) Any person who wishes to breed one or more dogs for the purpose of
reproduction, other than a dog of a breed, kind or description which is listed in the
Fourth Schedule, shall apply for registration as a dog breeder.
(4) (a) Any person who, without being registered as a dog breeder under subsection
(3), breeds a dog or disposes of a dog for gain shall commit an offence.

Whether you bred a dog pure breed or MIXED breed/mongrel "accidentally" or willingly , whether you are keeping the puppies, giving it away for free or selling you need to pay a breeder's permit at rs10,000 !!!!!! As soon as your dog gets litter , regardless of the breed or what you will do with them you need to pay for the permit then sterilize if you won't do it again or apply for the permit as a breeder.(* this excludes legal animal welfare NGOs )
Too many backyard breeders in Mauritius which gives or sell dogs to anyone , resulting into dogs being bred again and dumped in shelters or left to starve on the road. Massive clean up is coming so Please do the necessary if you are not floating on cash to pay fines or in worst cases get your dog seized.

lets hope they actually really enforce the bill and prosecute people. The people with licenses need to be policed too I'm sure there are many out there that should have their licenses removed.
