I live in the United States and would like to live in Naples, I receive a pension of $1700.00 (US dollars) per month. Do you think I could survive on that if I decided to move there?

Hi, I live in Napoli, and I say it depends on your lifestyle.
Health insurance from the government cost only about 150 euro, and you only pay this once and it's valid in all EU countries.
If you rent a room in the city center (and share the flat with other people) it costs from 150-400 euro. Depends on the location and the flat.
If you rent a studio, the costs are from 200-600 euro. (again, depends on the location and the condition of the flat).
rubbish, gas, water, electricity will cost around 100-150 euro/month if you live on your own.

Foods are cheap in Napoli, for example a very good margherita pizza costs around 3-5 euro in many pizzerias but it'll be cheaper if you cook. There are many street markets where you can get cheap vegetables, fruits and fish.

You dont need a car in Napoli, the traffic is awful, I suggest you to take subways or buy a used scooter.
