Malta Customs Office - Parcel from China - What steps to take?

I have received many parcels from China without problems, but this time I suppose it is too big and I have a received a notification to show the invoice., I suppose. AS it has been declared as 25 usd and gift by the seller, I have been told by the seller.

The document seems to say that if I send to them the CN22 Customs Form, they will process the parcel and charge whatever tax must be charged and deliver it to me.

But it also says they will charge me 15 € if I want that they process it, sending them the invoice.

So, if I find this CN22 customs form, and I send it to them, they will deliver my parcel without further problems?

And about the tax, how it works? in the paper apparently they only charge something if it is more than 420 €, which it isn't, but searching by internet it says that I will have to pay VAT if more than 22 €. How it really works? if I send them a invoice with the value the seller wrote, they have some means of actually comprobating it?

You are going to Marsa (central post office) and ask for custom clearance for your parcel.
Any goods with costs more than €22 is VAT taxable.
Some goods are also charged for custom duty and excise.

They deliver my stuff from China to my door. The Malta post guy then takes the money and hands the parcel over with the paperwork.

I see. The question is that I was not in house that day. Tearnet, so you receive the paper, you send the invoice and details by email and then you pay them? or they just come and they ask you for whatever cost you have incurred?

They notified me regarding delivery day ( which you can change on line) and I received the paperwork from the driver after I paid him.
The last item  was over €300 so VAT was due.

If you are not in there is an option to collect or rearrange delivery.
