You can download the FD-258 Fingerprint Card (PDF format) from the link below:

Then you take the filled out form to the Kuwait Police and request them to roll your fingerprints. Prints MUST be taken by an "on duty" police officer who must both sign and stamp the form. Then you simply mail it off to the FBI at the address shown on page 2. I would strongly recommend using Express mail or private courier service due to the sensitive nature of the contents.

The FBI uses specific venders, you can access the information online (the vender will have a print vendor as well, local in the US)... can't remember who I used, but the turn around was about a week (expedited, using fedX) ... then that has to go to the State Department in DC (they have specific instructions as well) turn around with them was about two weeks ... 'then' that has to go to the Kuwait Embassy in DC with the certification from the State Department ... turn around for that was about two weeks (all was done with FedX over night returns... and I don't believe you can 'start' the process abroad) ... but, good luck

can you please let me know which police station does the fingerprint i went to the department of criminal evidence  as per the guidance on US embassy kuwait website : but that did not help  http://kuwait.usembassy.gov/region_spec … ance2.html


Also, the FD-258 form should be printed on a legit accepted paper as per FBI standards and the fingerprints are suppose to be digitized not Ink based - thats what my understanding is.

please guide.

I was recently informed by the California Department of Justice, in an e-mail they sent me regarding fingerprinting issues, that the FBI does accept the downloaded FD-258 fingerprint card printed on regular paper stock. You can download the FD-258 as a PDF complete with instructions on the FBI website:

There is no requirement that the fingerprints MUST be digitized (i.e. not ink based) that is a myth being spread by some of the channelers who provide this service for a fee in the USA.

The only real requirement is that the must conform to the instructions given on the form and they MUST be taken by an "on duty" police officer who must sign and stamp the form.

The channelers for FBI background checks are only for those applications initiated within the continental USA and its territories. Individual applications are accepted from all over the world, simply download the FD-528 have your fingerprints taken by police and send it in.

Of course you can start the process from anywhere in the world, that's exactly why the FBI provides the downloadable figerprint card in the first place.
