Saigon is the business capitol of Vietnam. It's busy, smokey, dirty, dusty (14 times above recommended maximum for dust). Beware of pickpockets and bag, camera and jewellery snatchers.  But you can escape a lot of the mayhem by living south over the river to Phu My Hung. Mind you, it is a very expensive area to live in.

Other cities are quieter and cleaner, even Hanoi, which is still a busy city and the cultural capitol of Vietnam.  Other cities worth looking at to live include Can Tho, Vung Tau, Nha Trang, Quy Nho, Hue, each with its own appeal. Come over a look around and see which city appeals to you.

I agreed with Ralphnhatrang, HCMC is quiet dirty, a lot of pollution and motorbikes everywhere. a few plus sides with HCMC: there are so much more sporting activities, different varieties of foods, more parks and more festivals. Also the people in HCMC differ from District to District.
