What's the cheapest university or college in Ecuador one can get a bachelors degree from or diploma.

If you can get into the national university (pass the test -which is eported to be hard) it's free.  Private schools, Universidad Politecnico Salesiana.  The are in (I know) both Quito and Cuenca.  May be in other cites too, just don't know that.  I would imagine Guayaquil for sure.

The Altillo website lists EC public colleges and universities by region.

Since you plan to be in Quito, look under the section Pichincha, which is the province name.

BTW is the test to get into the national university in Spanish or english?

Spanish is the official language of Ecuador and is spoken by a majority of the population, though thirteen indigenous languages are also recognized, including Quichua and Shuar.
