If DHL has operations in mumbai then they can send the package through DHL muscat. ALL is required is the recipient's Full name, address and phone number.you will receive e package in 2-3 days or less depending on Time and date of departure

One thing to note.
Something perfectly legal in one country may be illegal and carry harsh punishment in another.

I think you should first go to DHL Muscat offices and make inquires about the dos and donts of postage. Am sure they will avail u with the info u need
