Vietnam passport for newborn

My baby was born 2 weeks ago in Saigon and I'm trying to apply for a passport. I'm looking at the X1 form for Vietnam passport and they don't ask for my passport number just the CMND.

Does that mean only Vietnamese citizens such as my wife can apply for our baby and if so can she just fill out the form with her info and I personally register the baby.

My wife is stuck on the 1 month can't leave house so I've been doing all the paperworks including  putting the babies name on the red house booklet at the city Cong An. boy that was an adventure.

Hope you received your baby's birth certificate  :)
Fill the form with your wife's details and signature. Then you can go and apply, I think.

If you are not a Vietnamese citizen, you wife has to sign the form. If there is a question on the form asking which citizenship you want your child to have, answer "Viet". Put your wife's full name and ID card number on the form and have her sign it. You will need to attatch the Notice of Birth certificate issued by the hospital.
