A private person will not have a visa for you. Did you try a Google search?

I did and in less than 50 seconds found the East Timor Govt immigration website for visa information and applications.   www.migracao.gov.tl

Then you first need to do a Google search and see if there is a job there for you.
Employers will take care of visas for you.
You cannot apply for a work visa yourself.
You can also read through the posts in the forum categories list, upper right hand side of this page.
