What steps would be necessary in order to start a small, off grid business in Mexico? Is a certain permit or visa needed to be able to do this? Is it difficult to get approved or generally welcomed? Our goal is to be able to employ at least two locals.  Thanks so much.

You need a work Visa to run a business so I would talk to your nearest Mexican Consulate ...... because they approve or disapprove

You might need to establish a corporation with a notary firm.  If you are a usa citizen, you will need to declare your business and your mx bank accounts.  So you will have two countries to take care of tax wise or at least declaration.
Not all simple
