Hi Everyone,
            I know this topic has been covered in various posts but I'm not 100% clear on what this does.

I have read that a lot of landlords wont sign the form and if they don't I would have to pay the previous tenants water and electric bill.

I don't want to get stung with a bill that isn't mine.

When would you ask the landlord to sign the form?

What if the landlord refuses? Would it be worth just looking at a different apartment?

If we do get hit with a big bill that we shouldn't be paying for electricity or water, can you appeal it?

If you have an EID and a tenancy agreement then you don't need the landlord to sign the form  H, you can fill it in and submit it yourself.

Ask right at the first viewing if he will fill in form H but all the properties we have rented have already been on residential rate for 2 people, albeit in someone else's name.
We just take and record the readings when we first move in and then we read the meter every two months, use the ARMS website to work out the bill and either give the landlord a cheque ( along with a copy of the calculation) or transfer it into his account.

Never filled in form H or had a problem.

So just to get this right, does the landlord pay the utility bills, and we pay the landlord?

If the bill is in your name then you are responsible if its not then it depends on who's name is on the bill.

That's why its important to make it clear that you will only pay residential rate and get receipts from the landlord if you pay him.

We will be moving into our place on 2nd January and it's been agreed that meter readings for water and electricity will be taken when we're moving in. A monthly advance of €70 is paid to the landlord and every three months we'll take readings, go to the ARMS calculator and put in the details for 2 residents ( = residential tariff) to calculate the bill. The landlord didn't complete form H because two tenants were already registered under this property (basically like tearnet).

In our contract there's a separate clause for the meter readings so I don't think there'll be any problem with previous tenants bills. I guess this could happen if you have a dishonest landlord not showing you the bills while you live there and you not questioning him/her on the actual usage. But this could happen with or without residential tariff (form H).

As Terry said,you don't need the Landlords permission and you certainly are not liable for a previous tenants usage!
With both the houses we have rented the Landlords have not only agreed to sign with no problems at all but have actually taken the form into ARMS for us. Not all Landlords are bad!

Hi, thanks for the reply's,

I was misunderstanding what the form was for, I thought it was more about declaring meter readings or something like that.

It makes more sense now, thanks for the help ;)

The purpose of this Forum is to help others and answer questions based on your experience as an Expat, not to just copy and paste from the websites of some who have their own axe to grind and set up there own websites to further those aims.
All that does is to confuse newcomers to the island because of incorrect or biased information!

I may seem a a bit naive here but what is the position on 'H' Form and the 'F' Form, I am getting a bit confused now. We are a Married Couple and very soon moving into a different apartment so therefore we assume that we should be paying the utility bills as Residential 2 x persons on the Bill but I have been down to ARMS before we have actually moved in produced our new Agreement, 'H' Form and ID but they just gave us Form 'F' . What is Form 'F' do we fill this in or does the Landlord fill this in or do we both fill this in or do we fill Form 'H' in and take it back to ARMS we are confused here can anyone on the Forum please help us or give us some advice. The last Tenant was occupying the apartment singly

Form F is if you want to change the account into your name instead of the existing account holder (usually the landlord).
Form H for change of name of residents and the number of same.
