Application to live and work in Malta - Romanian

My boyfriend has been in Malta a short while and would like to make Malta is home for the next few years,  he is Romanian and  would like to get a local ID card and residence documents..He is currently not  officially employed. 

I would really appropriate some help as to the steps needed to take..

When researching  ID applications ,  CEA From O seems the most applicable to him, however it request  - Employment contracts and and Position Descriptions from employer...

Can you apply for an  ID with out having a current job?
If  applying for residency under a  working holiday, is the application for a limited time frame?
Does he need to register to ETC, and apply for a Social Security number?

Would really appreciate any feedback.

If he is having a ' working holiday' my guess is that he is a tourist and does not need to apply for residency.

He will have to register with ETC and get a social security number and get himself health insurance to apply for residency. THey will ask him how he is going to pay for living in Malta if he does not work.  If he has enough money he can apply for under econ,mic self-sufficient too.

Apart from that the residence document is the ID for foreigners. Non-Maltese are not issued ID cards anymore.

He would like to live and work here,  I thought that the 'working holiday' was the best suited description, however i am not sure.. 

I am trying to understand what steps we should take.. Please advise should we ;
1. Register with ETC for a Social Security number
2. Get Health Insurance cover
3. Get contracted work with employer willing to provide needed evidence of work engagement?
(such as covering letter by employer ,Position description signed by employer and Employment license)
