About Ban on 3 wheeled vehicle?

May i know if the ban of 3 wheeled vehicle in Vietnam is strictly implented?

Apparently not, since I saw one carrying a whole family (4 people - 2 adults, 2 kids) in Q2 only last week. And that wasn't the first time i have seen a 3 wheeler in Saigon.

This question came up back in 2009, cant find the new article but if I remember right the 3 wheel trikes weren't bad if they were stock. The ones that are modified are banned. On another note, the only legal  operators are handicapped vets. Why?? Beats me.

Only self made trikes are illegal. Original ones are ok but you will need A3 license to drive one.

And I heard that  after the war government gave vets opportunity to make a living by having those 3 wheel "bikes"
