how to get so called ''permiso

Does anybody know how to get so called ''permiso' to be covered by health insurance?

The permesso di soggiorno does not qualify one to join the health care system.  If you work in Italy, you should have a health card that allows you access.  If you don't work, you will have to pay into the health care system to have access to it.
