Is the Philippines Retirement Authority a resource for Expats?

While waiting for my new passport and researching the SRRV I found the Philippine Retirement Authority. Are they the a useful resource or are they the official department for applying for SRRV?
The web page has not been updated for 3 years.
Any Info?
