In April I visited my Embassy in Manila. I got the legal capacity to Marry. NOW, the filipino government says it
Must be a certificate with a red ribbon and seal and must be from Manila Embassy. However, now the Manila Embassy no longer gives them. They only give an
Afidavit of legal capacity which is what they gave me. NOT a certificate with red ribbon. We were suppose to get married next month. Anyone know any solutions

I have heard of this problem. It seems as though different provinces and cities have different laws. Don't know where you are but you might check Cebu.
