Which bank to choose?

I will be opening an account in Malta but I am not interested in a credit card or loan. What would you recommend for someone looking for:

Modern online site for managing account
Mobile banking application, preferably with NO pin card
When getting money from the ATM of a different bank is there an additional charge? If yes, which banks have the biggest ATM networks?
Any other tips for me?

The regulations regarding access to and opening bank accounts with basic features are specified in 
Article 15, entitled 'Non-discrimination' and Article 16, entitled ‘Right of access to a payment account with basic features’:

Have you looked at previous banking posts at the top of the page? You may find the information more helpful than EU laws.

There is only really 3 banks. BOV most ATMs worst website. HSBC fewer (but enough ime) ATMs same website roughly as everywhere in the world. Both needs a pin device

Ultimately you'll probably take whoever is willing to deal with you

Banif have a reasonable enough website and secure online banking.
ATMs of any bank in Malta can be used with no charge ( a fee of €3.50 is debited and then credited back).
Probably the simplest and quickest ( 30 minutes ) account set up to start with.
