I want to find somebody who is coming from Hong Kong and would like to ask about the procedures for applying a resident visa in Ecuador.

The Hong Kong part seems unclear. You may want to clarify what your intention is.

The visa rules are in the process of being re-issued .. and long-term visa applications are temporarily not being accepted by Ecuador authorities.

Although Ecuador just elected a new administration, it has not assumed office yet.

Tourists from most countries still are receiving 90-day entry stamps at the Ecuador airports and border crossings.

I have a friend, who were living in Hong Kong for the last 10 years. The requirements for retirement visas are the same for an expat from any country:
- Pension letter apostilled
- Criminal Background check apostilled
- Valid passport
- Health insurance valid for the time you will be in Ecuador
